The drafts are on the ISO/IEC JTC1 SC17 web site http://www.sc17.com/ - click on 'Outstanding Ballots'. Unfortunately, they only stay there until the ballot is complete, and are then deleted - so the 7816-15 draft has now gone. I can email a copy if you email me direct at [EMAIL PROTECTED]
There is a 7816-4 draft on the SC17 site at the moment - but be quick if you want it. 7816-4 is being rewritten to include much of the APDU material from the higher numbered parts. The situation where SC17 fails to publicise its work, and here in the UK IST/17 does not run an advisory or Mirror group, at a time when Global Platform is trying to enable interoperability of smart cards, means that the failure of 7816 to harmonise with EMV is becoming a serious problem. Another opportunity in this area has been lost this year, at a time when the e-Europe Smart Cards work is drawing to a close.
