There was a paper in the last Usenix, "Flexibility in ROM: A Stackable Open Source BIOS" that describes putting a linux kernel into the bios itself. I think that's what you want.
Yes, I have read an article about it in a german linux magazine. That sounded very intesting.
One of our former students, Nao Itoi, was working on a project to do secure booting with smartcards. I don't know how far he got.
Hmm, would be interesting to hear something about the state of his project.
