No. pcscd works fine even without an /etc/reader.conf file. It will just
print a "warning: no reader.conf found" line. But it is not an error
just a warning. Maybe we could even remove this warning now systems will
have only USB (my laptop has no serial port any more).

The easiest is to have only _commented_ lines in /etc/reader.conf
So you just uncomment the needed configuration if/when you have a serial
reader connected.
