It is an excellent cheap development kit.

No ! The Sun Java Card Development Kit can only be used for testing applets in a 
simulated 
environment, it does not allow you to download applets to a physical card.

It is impossible. My students have developed few weeks ago a high-level API following 
the 
GlobalPlatform specifications to load/intall/delete an applet on a Java Card. This 
development 
will be open source as soon as I will have some time to modify many parts of their 
code. They 
were students in mathematic (cryptography) and not in computer science also the code 
is 
horrible and sometime does not perform the good operation (i.e. bugs)!

documentation.
