It is not the work to JPC/SC to deal with PPS. JPC/SC is only a wrapper. The PPS negociation is the work to the underlying levels i.e. : - pcsc-lite, IFDHandler and the reader are involved on Linux, MacOS X - Microsoft PC/SC implementation, driver of your reader and the reader are involved on Windows.
Test your program on an OS where you could get the source.
