Perhaps there can be a ChangeACL command that itself has an ACL.
And when you change the ACL of this command, you disable the ability to make 
future changes.

This way, the "by default" design allows it to be flexible (for debug, etc.) 
yet as part of the install procedure, you can permanently disable this feature.
You would need to read this value to ensure the status.
