Jan van Arkel from Holland is trying to launch a World eID Steering Committee, and the European Commission is looking at whether they can 'harmonise' eID across Europe. The legal position is that the Commission cannot control the way the Member States design their ID cards, but they might be able to influence the electronic content when it is designed for on-line use.
