Table B-1 from FIPS 201 states the following requirements:
PIV ICC:
ISO/IEC 7816
ISO/IEC 10373 (Parts 1 and 3)
ISO/IEC 14443 (Parts 1-4)
ISO/IEC 10373 (Part 6)
I don't have the exact documents, but I thought 10373 specified the physical
characteristics of the card.
