Let me confirm that using Ludovic's CCID driver [1] with pcsc-lite and an
SCR331 USB for me worked with no problems.
/proc/bus/usb/devices ->
P:  Vendor=04e6 ProdID=e001 Rev= 4.13
S:  Manufacturer=SCM Microsystems Inc.
S:  Product=SCRx31 USB Smart Card Reader

I am using  ccid-0.4.1 libusb-0.1.8 pcsc-lite-1.2.0
