I do not know of any programmable door locks, but you can easily create on
yourself.
I am not entirely sure if I understand your question correctly, from your
information I can see two options.

1) take some microcontroller, (for instance an atmega16 from atmel), attach
a serial reader to it and send hex codes to the reader through the uart.
(you could always take a look at arduino, too).
2) search for a small embedded system, attach a usb or serial reader to it
and communicate with it using pc/sc.

Now, for the lock itself, find yourself a standard electric lock, and let 1)
or 2) open/close it using a relay.

It should be noted that both have their advantages: the former will be small
and cheap, but harder to program, while the latter may be rather easy to
programm, but will be more expensive and bigger.

The choice is yours
