This "rewriting" should address the "easy to use" for the end-user. Libusb and hal had some limitation while used in conjunction with gnome/kde. Same stuff is for networking: the trend is that networking is going to be handled by networkmanager (through dbus), and not the "plain-old-style" configuration files. AFAIK in next releases of Fedora the traditional network configuration files might disappear at some point.
