So I can't have a Consumer that's NOT a servlet. I just want to have a Consumer that is a stand alone Java Application. No Web Server for the Consumer.

If you have multiple instances of the consumer resource[1], you'll need to use EndpointReference.addParameter() to complete the EPR.
