You're perfectly right.
In fact I was thinking about the other "Crediting an artist's role at
the track vs. the release level " section on this same page, but got
confused.

And this is where I wanted to come too.
For artist's role, we prefer recording over release unless there's
some fuzziness.
I wonder if it should not be the same for the License Relationship Type too.
