I am not aware of customized Issue pages or something beyond putting those as links into README.md, or maybe you can try to use "Issue Boards" but I don't think you can customize https://gitlab.com/muttmua/mutt/-/issues

I haven't toyed much with "Issue Boards" and how flexible they are especially in the non-paying settings of Gitlab.
