Then surely by that definition you can never close an issue unless you resolve
it.

Say I submit a feature request to port mutt to TOPS-10 so I can run it on my
PDP/10.

The only logical action is to close it with, "won't fix", because nobody here
is going to do that.

But you can't prevent somebody from writing the code if they want to.
