Yes, they are "supposed to", but since there is no information on how
the process works, if things don't happen the way they are supposed to,
there is no way to go in and debug it. Where should I look? Where
might the problem be? How can the configuration be tested to see where
it's breaking down?

And if those tables aren't installed, how does one go about installing
them, and proving that they are correctly installed?
What if there are no tables that correspond to the language that I want
to recode to/from? What do I do to create the tables?
