What version of glibc you are using?
I have mutt-1.3.25, glibc 2.2.4 and does not need any complie time 
locale option like "enable-locales-fix".

my locale setting:
export LANG=ru_RU.KOI8-R
export LC_CTYPE=ru_RU.KOI8-R
export LC_ALL=ru_RU.KOI8-R
export LANGUAGE=ru_RU.KOI8-R
