I know of no method of implementing #1 but an ancient mutt user and
frequent list poster mentioned a sed script which strips extraneous mat'l
from the "Subject:" header.  I may have a copy of it somewhere having used
it for a while, but that was long ago.

I seem to recall it was Sven Guckes, and it appears he is still active, 
  www.guckes.net
but I have not seen him here for many years :^(.
