I can't answer what has changed in your environment, but this is not true. Mutt doesn't enter a state where it stops checking for new mail after displaying this message.

If something external is constantly tampering with flags or deleting messages, then mutt *can* suffer starvation, where it is processing those instead of grabbing new messages each time it checks. Setting $imap_idle can help in that case.
