Based on what you've described, I'd guess the most likely cause is that 
the mvpmc code is assuming that channel identifiers are integers.

Is this what you would expect if you told mvpmc to tune to 16.1, but it 
actually tried to tune to 16? In other words, do you have a channel 16?

Hmmm...maybe the channel field is also limited in size.

...if the data structure used by mvpmc holds both a channel identifier 
and a frequency ID, and makes the assumption that both are integers, 
that would explain the symptom.

In this case I'd say a code inspection would be the most efficient 
course of action.
