Haven't used Tracks, but took a quick look.  MLO is 10x more feature
rich.

You will be able to add notes, and links to files with the thumb-drive
version. It is the exact same software as the desktop version -you
just run it from the thumb-drive.

My advice: try it out with the free trial version.
