There are no global settings for changing the default of the "Complete subtasks in order" field.
I also use the GTD approach, but have many tasks that do not have to be actioned in sequential order so leaving the "Complete subtasks in order" field unchecked is what I desire for those circumstances. For those subtasks that do need to be completed in sequential order, I either check the "Complete subtasks in order" field of the parent task, or use the shortcut key combination of Alt-p.
