I created a template project with "complete subtasks in order" checked - then whenever I create a new project I create from template instead of just new.
I also added my own shortcut keys. Instead of the Insert key for a new task, I changed it to "Ctrl-N" for a new task (sibling), "Ctrl- Shift-N" for a new subtask, and "Alt-Shift-N" for a new task from template.
