ActiveAction is different from NextAction, because it gives all of 
the active actions for a project instead of just the next one.

The reason we cannot use the NextAction filter at the top is that it 
doesn't include all actions that are not in a project, but are in a folder.

So if I have (none with "complete in order" or dependencies)

Folder F1
         Task T1  Take out the garbage
         Task T2  Cook dinner
         Task T3  Call my mom
         Project P1
                 Task P1.1
                 Task P1.2
                 Task P1.3
         Project P2
                 Task P2.1
                 Task P2.2

I want a view that shows me:

T1
T2
T3
P1.1
P2.1

The first three are "standalone tasks" - they don't need a project 
but yet they are their own next action.  So if I had "IsNextAction" 
then I could make a rule that says Active tasks that "IsNextAction OR 
Project is empty".
