Yes "lock period" is a global setting. I guess it comes down to how
you are using Start and Due dates. What I mean is that the lead time
can reflect the time a task will take regardless (which is where you'd
use the lock) or where the lead time reflects an immovable due date
such as an event/deadline e.g. child's birthday (where you'd leave the
lock off and just move the start date). I guess you would have to have
the lock global setting for the type which suits the majority of your
tasks and reconcile yourself to manual edits on the other type if that
makes sense.

I seem to recall there was a lot of debate about start/due dates and
locked periods when they were introduced by Andrey and he changed the
setup at least once. Can't remember the detail. Feel free to do a
search!
