Ha! Have requested the option to switch off the recursive boost many times but with no joy (or even a response). I have just stopped using Weekly Goal as a result.

First of all the weekly goal IS taking the hierarchical depth into consideration, even when you have told MLO NOT TO take that into consideration for prioritization. Next, like you said, it is recursive, taking its own increased priority of the next higher task, and applying it to the next lower one, and so on. Why it doe not add the same extra priority to each task under the one you made a weekly goal is a mystery to me too. I read indeed, it was designed for when there was no importance and urgency control by end users, and the hierarchy was the way to prioritize things. Too bad it has not been ' upgraded ' to the modern MLO I guess... but then. Maybe an option to turn off the recursive effect would be a compromise.
