I think that what he is actually requesting is not a completion percentage 
of the project, but how many percent each particular task will represent 
for the project it belongs, am I right ?
Thus, being able to focus on the most important one.

Well, perhaps could you make use of the "importance for parent" feature, 
and why not "urgency".
