I haven't tried it, but I think you could setup two sync jobs.
note: I believe the method below should work, but will require each user to 
have their own MLO cloud account.

For each user:
Create a sync #1 to the appropriate branch (on a local network)
Create a sync #2 for said user to their own MLO cloud account (this will 
allow each user to sync with desktop + mobile devices)
