I can't find a way to turn it off for inserting a new task using Alt-Ins. are you sure it's not being inherited? You can display the context field in any view by right clicking on a property header.
on the desktop,Tools – >Options – > Behavior – >"default action when move task to new parent" controls this for drag and drop.
