It's not clear to me if you are putting entire projects into phases, the
subfolders, or individual tasks? The solutions might be different depending
on this answer.

One possibility is to use MLO s project status field.  You can make folders
into projects too and each of these subprojects could have a different
status.

Or, if your folder/project has the name of the phase you can take advantage
of "encode Project name" if you aren't already using it. However if you are
using it, making these  folders into projects could mess you up.

If you're looking to change the phase of each individual task, I think
contexts are probably the way to go. Consider using a prefix for your
context that you can filter on.
