It could be an internal MLO issue. Have you checked the logs?
I would try getting it all sync'ed first. Then you could try: First create a new datafile on the PC and on Android (new profile), setting up the cloud sync between them. I would have the problem system, the PC, be blank to start and maybe use a template on Android. That narrows to whether or not it is your database or not. If that is slow also, it's probably not MLO exclusively. But if it isn't slow, then create a new data file on the PC for your real data, and sync down from the cloud to the PC, make a simple change, and see if syncing is still an issue. If not an issue you probably need to open the old file, export your views, import them to the new file, and re-set up your workspaces with the new file.
