You can set open and closed hours on CONTEXTS (hit F8, choose the context switch to the 'hours' tab) but not on a folder. On way around is to assign the hours to a context, assign the context to a folder and when you move your tasks in they will inherit the time-limited context. Unfortunately, on the desktop, they will lose their other contexts so not sure if that works.
Alternatively you can leave them in their relevant 'project' folder and just assign the timed context to that task. HTH.
