Hello again Lisa. Yes, the WiFi sync is a lot more difficult to manage than it should be - If only the MLO file held an ID code to identify that it was the sync'd version, rather than relying on the volatile IP address.
Anyway, my workaround is only to do the synching when I'm at home on my nice,stable IP address, or to remember to synch before leaving home and sync again at the office, before I do any edits on the desktop. If you do that, then you can keep edits on both devices in synch during the working day. The other option is to go for the Cloud synch, at the cost of one cup of coffee a month. I only don't do that because I store sensitive notes about my whereabouts and commercial discussions in my outline and I don't trust online services with no encryption, which could be obvious targets for hackers.
