Many ways, Jared.

You could set up contexts with the people's names and then set up your to-do 
views to exclude those contexts and a "chase other people" view which only 
shows those contexts.

Another way (the way I choose to do it) is to put the persons name in the note 
field, with a hashtag (or use another symbol - I use ?name), then make the 
context @waiting for. I exclude @waiting for from a lot of my views, or use 
auto-formatting to grey out the font of the @waiting items until they've 
reached their due dates.

I've yet to find the time to upload a couple of screenshots and copies of my 
filters, but will do that one day.
