You say that you encountered the same problem with win 7 and later with win 8. Maybe the problem appears due to a conflict with some software which you install like antivirus, or some windows optimisation software.
If your file is located in a cloud storage like Dropbox, try to move it to another location. Maybe Dropbox is blocking your for during sync. Also maybe you run by mistake more than one instance of mlo that uses the same file.
