If you can add tasks to it, then the problem isn't Windows 8.1. It could then be a problem with a corruption in your MLO file. That happened to me once - I was able to spot the corruption by opening the .xml file in another app (can't remember whether it was notepad, Word or something else) and looking for where the pattern of items parameters goes wrong. Another way to look for and solve a corruption would be to copy sections of your MLO file into a fresh file and see when the problem with adding items comes back. You can narrow it down to one project or a single item with the problem and then you'll have recovered almost all of your file in the new MLO outline.
