Hi. I agree with Andrei that manual ordering is synched only in the default 
starred view. So lets talk about why your Folder Name view sorts differently 
across platforms.

There have been a number of discussions over the years on the difference in 
native sort sequence for punctuation and other special characters between 
Windows and Android. In order to make your views sort the same across platforms 
you would need to replace the "<" in your first nine folder names with some 
character that sorts above numerics on both platforms. I can't test this right 
now as I don't have access to a Windows machine but I think that I recall that 
the "#" character would work. The safest solution, however,  would be to use 
zero.  

So if you rename your first nine folders from <1, <2 etc. to 01, 02 etc it 
should work. Please write back and let us know if this works for you.
