It's working fine in my copy of MLO, whether I show as a hierarchy or a flat list. I think it's most likely you've got some other filter criterium which is causing everything to be filtered out. Maybe the best thing is to create a new filter, starting from a full hierarchical or flat view and then applying your criteria one-by-one. If you start by applying ticking the flags you want, in the filter list, you'll see at what point the tasks all disappear.
