Difficult to diagnose this one. Filters definitely work on flat list views - only the items which satisfy the filter get shown. Maybe you've got some kind of filter affecting the parent item (eg setting different criteria for parent and child filters, which is something that can be done in a hierarchical view)? You could create a new filter, with no filtering criteria but with hierarchy deselected. After that, try adding your filter criteria one by one, until you find what it is that stops your filter working as you intended.
It takes a little time to work out exactly how advanced filters work, but it's worth it if you want to view things by custom criteria.
