Desktop, right?
Select one of these projects and look in the PROPERTIES section
at the righthand sidebar. Looke for the division called "task
statistics" which might be near the bottom. Look for "Action:" in
the Task Statistics section. Based on your description I would
expect it to say "Inactive Action" - if so, look at the next line
and it should tell you why it is inactive.
