As always, Dwight to the rescue! I had forgotton about that trick of looking in Statistics! The problem was 'Inactive due to complete tasks in order' but the project folder did not have that option enabled! BUT! it turns out the project was a subfolder, and yes, the parent folder had 'complete tasks in order' enabled (why I do not know)
