That seems to work.  Instead of exporting views, I was using backup.  
(Settings > Backup Profile > Select Views > Backup Profile).  

The result of that produced a file which I had assumed backed up my views.  
I had restored that file but it didn't include views.  If that doesn't 
backup views what does it do?
