I haven’t read the whole thread so I am not sure whether this solves your problem but if you right click on the folder and select Advanced, you get two options
Add contexts to all subtasks Replace contexts for all subtasks. Does this solve your problem? I couldn't reproduce it. If you click "+" and select a destination folder in "New Task In", the task will inherit the folder's context.
