Follow-up Comment #1:
This is intentional. Mnemonics are not compatible with dynamic accelerators.
And if you have a mnemonic inside the menu, for example you can press "N" for
"New", then you can't assign the plain key "N" to any of the menu actions in
the File menu.
I'm setting this to WONTFIX now, but if you think you have good arguments to
do otherwise, let us hear them. There was also a GIMP bug report about this
btw. (or probably rather a whole a bunch of them).
