Follow-up Comment #12, bug #16569 (project mypaint):

After some more discussion via IRC, it turns out that Windows' event
timestamps are not precise enough (worse than 10ms). Several motion events
end up with the same timestamp.

The brush engine will treat the second event as if 0.0001 had passed since
the previous one, to avoid division by zero.
