Follow-up Comment #4:
I've tried similarly before and it doesn't fix it (file still won't open and
shown as ????.ora in titlebar). Actually I don't understand what activestate's
post does, but I certain this is Windows' python specific issue where in a
commandline any argument that contain non-ascii strings will be converted to
"?" and python seems can't helped that (till version 3?)
