Follow-up Comment #4, bug #17800 (project mypaint): Layer locking is a different (and useful in the right context) animal than what I am stating. The workflow for not mistakingly painting on the wrong layer with the wrong brush using locked layers would be lock the layer, switch layers and paint, then when you want to work on the locked layer you'd have to unlock it, select the brush/size/color, paint, then remember to lock it again. I think my method is much simpler and faster. Instead of dragging and dropping the brush to the layer perhaps just a button in the layers panel that would lock to current brush/setting, and when clicked it would show a small thumb of the brush. Another visual cue would be to gray out the unusable brushes in the brush panel when on a "brush layer." Just clicking on the icon in the layer would free the layer again.
