adds lock buttons next to the eye/visibility icon, and turns off the ability
to draw on hidden (but not completely transparent) layers too.
Locked layers and hidden ones are skipped by Pick Context and Select Layer at
Cursor since it doesn't really make much sense to be able to pick a layer and
a brush and then find you can't use either. What you see is what you pick.
