Details:
In the current git master head's layers dialog, the 5 buttons below the list
of layers do not become insensitive in situations when they don't apply. For
example, it's not possible to move the top layer upwards or to merge down the
bottom layer. In these situations, the irrelevant buttons should be set as
insensitive.
It's always possible to delete the current layer or add a new one, so the
state of those buttons does not need to be managed.
