Details:

A scratchpad widget, dockable and saveable (much like the 'sketch' saving
functionality), responds like the normal canvas with respect to brushes, but
is separate to the main canvas.

Pick Context and the Colour picker should work with it, as well as normal
navigational tools.

Currently implementated features:

- create new, save current and open next and previous scratchpads
- translate, zoom and rotate interactions
- delete scratchpad
- link a scratchpad to a given file (use Home key to reload the linked
scratchpad. Persisted between sessions.)
- Dockable, resizeable widget

TODO/Glitches:

- Docking/undocking causes the canvas to be badly centred
- Need to add in status feedback, whether the canvas is linked to a
scratchpad, what the filename of the scratchpad is.
- Clearer logic to do with the 'set/load linked scratchpad' button.
